				<content:encoded><![CDATA[<p>The U.S. Postal Service next month will take a step toward moving its mail processing operations from the facility in Asheville to Greenville, S.C.</p>
<p>Starting July 13, letters, large envelopes and other items dropped off at mountain post offices will be processed in Greenville rather than Asheville.</p>
<p>The Postal Service will keep staff at the Asheville facility for now, and workers there will continue to process incoming mail, according to Carl Walton, communications specialist for the U.S. Postal Service Greensboro and Mid-Carolinas Districts.</p>

				<content:encoded><![CDATA[<p>A former Polk County postal worker was playing golf, running in races and traveling while receiving more than $106,000 in disability payments after he was diagnosed with a panic disorder related to fear of public places, according to a plea agreement with federal prosecutors.</p>
<p>Richard I. Carleton III has agreed to plead guilty to making a false statement to obtain federal employee compensation, according to the signed document.</p>
<p>Carleton worked as customer service manager for the U.S. Postal Service in Lakeland in June 2006, when he filed a claim for compensation due to panic disorder with agoraphobia and major depression, the agreement said. A month later, a psychiatrist found Carleton disabled for the reasons claimed, the agreement said, and annual visits to the psychiatrist brought the same diagnosis.</p>

<p>As the investigation continued, the postmaster in Lyford reported that several envelopes with greeting cards had been opened from the side and the mail had come from the McAllen sorting center. Postal employees from Weslaco also made similar claims, which were documented with photographs and statements from customers — one of whom reported that he was missing $200 and another was missing $60 from greeting cards sent to them.</p>
<p>On June 13, a postal inspector set up a surveillance operation and saw Cavazos removing contents from several greeting cards that were being sent to Weslaco and stuffing the money in his clothes, records show.</p>

				<content:encoded><![CDATA[<p>The U.S. Postal Service is proceeding with recommendations to close three House-side post offices and is posting solicitations for public comment on whether to go ahead with the closures.</p>
<p>The USPS first made the recommendation to close post offices in the Capitol and Cannon and Rayburn House office buildings to the chief administrative officer of the House in the fall of 2001. The recommendations were made as part of a broader plan to reduce costs at the agency and included closing scores of other post offices and mail-processing facilities across the country.</p>
<p>The reaction from the public and Congress was so fierce that the Postal Service abandoned the overall closure plan. But the idea of closing the three House-side post offices was supported by House Oversight and Government Reform Chairman Darrell Issa, R-Calif., whose panel oversees the USPS, and House Administration Chairwoman Candice S. Miller, R-Mich., whose committee oversees House Capitol campus operations.</p>

<p>Because on Monday, they didn’t deliver it either, nor did they leave any notice at the door.</p>
<p>But they can’t admit that now can they?</p>
<p>So they added a new message to the tracking status on Monday: “Notice Left (No Authorized Recipient Available).</p>
<p>So maybe I made a mistake and there was no one at the door to answer?</p>
<p>Well why don’t you guess what time it was that they made their “delivery”?</p>
<p>That’s right, it was at 11:45AM.</p>
<p>Now what are the chances of that happening twice in a row at that exact time?</p>
<p>Once you add the fact that there was a “Waiver of Signature” on the envelope so they didn’t need anyone to “receive” it and could [have] had just left it with the rest of the mail, you see why the Postal Service is where it is today.</p>

				<content:encoded><![CDATA[<p>A recent article regarding the U.S. Postal Service’s proposal to move to five-day delivery of mail and six-day delivery of packages begs clarification.</p>
<p>A change to six-day package and five-day mail delivery is one of several components of the USPS five-year plan to return to financial stability. We anticipate this change will achieve annual savings of about $2 billion once fully implemented. It is a necessary part of closing what could be a $20 billion budget gap.</p>
<p>Contractually agreed upon processes are followed in regards to employee impacts. The estimated impact in this case would be between 20,000 and 25,000 nationwide. The workforce reduction will be achieved through attrition and reassignment. The Postal Service has a proven track record of working with affected employees, having reduced more than 193,000 positions since 2006 without layoffs.</p>
<p>Our carriers are heroes to us all, and they will remain the “eyes and ears” of the community, even when they deliver packages on their routes on Saturdays.</p>

<p>As of Monday, all mail was deliverable in Peyton as well as to Gleneagle in Colorado Springs. Also seeing letter carriers on Monday: Ellicott, Falcon and Monument, all which had seen some interrupted service, said Ron Perry, a United States Postal Service customer relations coordinator for the area.</p>
<p>In the heart of the Black Forest area, thousands of addresses in the 80908 ZIP code saw mail service return Monday. Mail had gone undelivered to 5,290 addresses because of road closures; by Monday, that number was down to 1,800, according to Perry.</p>
<p>&#8220;If your road is open, we&#8217;re delivering,&#8221; said Postal Service spokesman David Rupert.</p>

<p>The change is expected to take place 28th July, according to internal communications at USPS and filings made to regulators.</p>
<p>USPS wants to rename Express Mail as Priority Mail Express International.</p>
<p>The Postal Service wants to “refresh the public’s awareness” of its fastest mailing and shipping service, which has seen revenue and volume figures stagnate in recent years, by tying it to the “powerhouse” Priority Mail brand.</p>
<p>One of the aims of the name change is to position Express Mail more effectively in the minds of e-commerce retailers as an option in the delivery of Internet shopping.</p>

				<content:encoded><![CDATA[<p>A U.S. Postal Service employee in Brooklyn Center was struck and killed by a semitrailer truck Tuesday morning in what is being called a workplace accident, police said.</p>
<p>About 7:25 a.m., the truck was backing into the loading dock of the post office at 6848 Lee Av. N. when it hit the employee, said Cmdr. Tim Gannon.</p>
<p>The employee who died was on foot at the time of the incident. That person’s identity has not been released. Police did not whether the worker was a man or a woman, or what the employee’s position was.</p>
