“Like Social Security. They have spent it on other things and put treasury notes in there and we believe these over-funding in our accounts is making the deficit look smaller for other government agencies,” said Bertolone.

When it comes to repealing the mandate, there is a bill in Congress but it may be lacking support from a key player, the Postmaster General himself, Patrick Donahoe.

“We have requested that from the postmaster general on numerous occasions. We don’t even get the courtesy of a response,” said north country Congressman Bill Owens (D. – 23rd District).

Some believe the crisis creates a handy excuse to close many rural post offices.

A spokesman says the postmaster general does support repealing the mandate.

However, he wants a bill that allows other changes as well, including five-day delivery and closing post offices.
